Strategic Suggestions and Five-year Work Plan of the IFWL (The International Federation of Warehousing Logistics)

On June 19-20, 2019, The International Federation of Warehousing and Logistics held a special meeting in Shanghai to review and approve this Plan. China, the United Kingdom, India (Warehouse Association), Chinese Taipei CTW Logistics, Fuquanwang Business Trading Technology Co.,Ltd., Hong Kong, China (Hong Kong Association on Transportation and Logistics, FTZCOC HK.), Japan (Japan Logistics Research Centre), Korea(World Cultural Foundation)and Spain (Overseas Warehouse Group)  The heads of 10 member units (associations and companies) of participated in the review (United Kingdom Warehouse Association participated by telconference and mail).

Development Direction and Goals

I.Rename the “Federation” by deleting the “A” from the abbreviation IFWLA to become IFWL (The International Federation of Warehousing and Logistics), adjust its positioning, treat its members of associations and companies as same, widely recuit new corporate members, adjust its positioning,amend the articles of federation, so to make the federation truely as an information sharing and business cooperation alliance for global warehousing and logistics enterprises, and enable itself to play the role of positive intermediary.

II.By focusing on the demands for warehousing and logistics services by cross-border e-commerce practitioners, multinational producers and traders and countries, it is necessary for the federation to redesign its mission and service items, to truly create it a win-win global cooperation platform for co-building and co-using available warehousing and logistics facilities as well as international cooperation.

III.By taking the opportunity of moving the Federation Secretariat to Beijing, the federation should make good use of the Chinese government's supportive policies for international organizations, improve its organizational structure, strengthen its secretariat, and create a professional team that can provide daily and continuous services for member.

Five-year work planning

I.Growing membership. Based on the existing 10 members We will gradually restore our old members, and enrol new members. For that purpose we should particularly focus our attentions on Asia (Southeast Asia, South Asia, Central Asia), Europe, Australia, South America and Africa. We plan to have at least 20 national or regional members (association members) and more than 100 corporate members by 2025.

II.Creating a shared website. Amend the Article of IFWL to clarify the rights and obligations of national association members that National associations are obliged to organize their national warehousing and logistics enterprises to join the Federation, and are obliged to provide the Federation with their countries’ laws, policies, standards, and annual statistics on warehousing and logistics, including average rent and vacancy rate of the national key city's warehouses after its survey efforts. The Federation will transform and further improve its websites and functions, and release such information in timely manner.

III.Co-construct win-win warehousing resources shared globally. Based on China's “WarehouseinCloud” (English version), the federation will jointly create an “International Warehousing E-Commerce Platform”. On the platform, special pages will be designed for the member companies to release their basic corporate information, warehouse rent, vacant area, service functions, etc. In addition, the federation will develop a remote reservation and settlement system. Thus, a member can share other members’ warehousing resources, make remote reservation, and promote win-win growth of member enterprises. The federation will connect the “International Warehousing E-Commerce Platform” to the its official website, national associations’ websites, and websites of various member enterprises, to facilate members to connect each other and to the platform.

IV.Establish a unified certification system for certifying warehouse grades and warehousing service quality globally. The federation collects standards, benchmarks, specifications and criterions about warehousing, logistics, and distribution from a variety of countries. It organizes to stipulate and publish globally unified warehouse grading standards and warehousing service quality standards, and formulate a unified certification method. Based on these efforts, it will entrust national associations to conduct the businss of assessment and certification for national enterprises and member companies. The results of such certification will be timely released through the “International Warehousing E-Commerce Platform”. Each national association would recognize each other’s certfication, and work together to promote standardization, informationization and transparency of warehousing transactions.

V. Promote to improve operational performance of warehousing and distribution enterprises in countries. The Federation established a partnership with the US WERC and introduced WERC's Warehousing & Fulfillment Process Benchmark & Best Practice Guide. With it, the national associations surveyed and evaluated member companies of the national associations, and the Federation and WERC jointly published the DC Survey Annual Survey & Report.

VI.Improve a continuous communication system between affiliates. The federation organizes its annual membership conference, and merge the conference with the meeting of the presidency country of the year. The conference will highlight and enhance its professionalism in discussions and exchanges (For this, it will seek opinions from members in advance before the conference). For each association’s  annual conference, the Federation will call on members and organize IFWL zone to enhance bilateral and multilateral exchanges. Members are obliged to regularly submit to the Federation secretariat the latest information of their country’s industrial and corporate development.On the other hand, the Federation Secretariat is due to visit and have a better understanding of theirs needs as well as help the members to grow up.

Several specific tasks to be implemented

 

1Go through the registration procedures at the competent Chinese authorities.

2. Hand over about the websites, finances and other materials with the London Secretariat.

3.Engrave two seals of “International Feration of Warehousing and Logistics (IFWL)” and “Secretariat of the International Feration of Warehousing and Logistics ”.
